The Central Government has officially promoted 23 civil servants to the Indian Administrative Service (IAS) under the AGMUT cadre. The President of India gave formal approval for the appointments on Tuesday, April 8, 2025, following comprehensive consultations with concerned state governments regarding the selection lists for the years 2021 to 2024.
What Is the AGMUT Cadre?
The AGMUT cadre stands for Arunachal Pradesh, Goa, Mizoram, and Union Territories. It is a unique administrative cadre under which IAS officers are rotated across these regions. These newly promoted officers will serve in any of the states or Union Territories included in the cadre such as Delhi, Andaman & Nicobar Islands, Chandigarh, Lakshadweep, Daman and Diu, Dadra and Nagar Haveli, and Puducherry.

Probation Period for Newly Promoted IAS Officers
All the newly inducted IAS officers will serve a probationary period as mandated under All India Services rules. The duration and terms of this probation will be communicated by the Department of Personnel and Training (DoPT) in the coming weeks.
Background: AGMUT-J&K Cadre Merger Ordinance
On January 7, 2021, the Government of India issued an ordinance that merged the Jammu and Kashmir cadre with the AGMUT cadre. This allows IAS, IPS, and Indian Forest Service (IFoS) officers from AGMUT regions to serve in J&K and Ladakh, and vice versa.
This move was aimed at optimizing administrative efficiency and filling long-pending vacancies in the region after the reorganization of Jammu and Kashmir in 2019.

Senior bureaucratic analyst Dr. Meenakshi Rao noted,
“The structured promotion of state civil service (SCS) officers to the IAS strengthens governance and ensures administrative continuity, especially in UTs where staffing remains a challenge.”
